Small Claims Assessment Review (SCAR)
The Small Claims Assessment Review (SCAR) program was established in 1982 under Real Property Tax Law Article 730. It's intent was to provide owner's of one, two or three family, owner-occupied dwellings the opportunity to challenge the assessment on their property as it was determined by the board of assessment review. It was designed to be an informal alternative to a tax certiorari proceeding, otherwise known as an article 78 proceedings. It was designed to save time and money. The program provides for a hearing before a Small Claims Assessment Review Hearing Officer for a filing of $30.00 in a timely manner and an informal setting.
