The Kings County Civil Court L&T Clerk's Office Staff DIY Star winners!

Assistant Deputy Chief Clerk Melinda Alexander and the Kings County Civil Court L&T Clerk’s Office Staff received the New York State Courts Access to Justice Program’s DIY Star Awards for their hard work and effort in successfully implementing and promoting DIY (Do-It-Yourself) Form programs in the Kings County Civil Court. Lydia Grima, former Clerk of the County of both the Kings and New York County Civil Court, was also honored with a DIY Star Award for her outstanding contribution to the effectuation of the DIY Form programs in the New York City Civil Courts. The Star Awards were presented on July 22, 2014, at a ceremony held at the Kings County Civil Court in Brooklyn.

NYS Courts Access to Justice Program Director Judge Fern A. Fisher, Supervising Judge of Kings County Housing Part Jean Schneider, Chief Clerk of the Civil Court Carol Alt, and Chief Counsel to the NYS Courts Access to Justice Program Rochelle Klempner all spoke about the recipients’ outstanding efforts furthering equal access to justice for unrepresented litigants. Judge Fisher presented the awards and then surprised everyone with one more DIY Star Award for Lydia Grima, who retired from the court system in April 2014. Following the award presentation, guests were treated to cake provided by the Civil Court.

Melinda Alexander earned the DIY Star Award for her valuable contribution to the development, implementation and promotion of the DIY Form programs. Melinda contributed to the development of the programs by testing early prototypes and providing feedback for improvements. Melinda has been key in integrating the DIY Form programs into the L&T Clerk’s Office’s daily procedures. Unrepresented litigants are triaged from the start and sent to the DIY terminals whenever appropriate (thank you, Kenny). When the litigants complete the programs they go directly to an express window for filing. As evidenced by the User Survey comments, this efficient use of the DIY Form programs has greatly decreased litigant wait time. Melinda has also assisted the NYS Courts Access to Justice Program with the promotion of the DIY Form programs by training community groups and court staff. Melinda’s efforts are greatly appreciated.

Kings County Civil Court becomes the first Civil Court to earn the DIY Star Award for the use of the New York City housing DIY Form programs. User Survey data collected during 2013 indicates that the staff is hard at work assisting unrepresented litigants with the housing DIY Form programs. The Tenant Restore to Calendar and the Tenant Affidavit to Vacate a Default Judgment DIY Form programs showed the greatest usage. The 2013 data earned the Kings County Civil Court L&T Staff the DIY Star Award because:

  • Usage of the Restore to Calendar DIY Form increased 175% and usage of the Tenant Affidavit DIY Form program increased 100% from Q1 to Q4 and continued to increase throughout the first two quarters of 2014;
  • 84% of Restore to Calendar DIY Form users, both inside and outside the courthouse, said they were referred to the programs by the court staff;
  • 92% of litigants using the Restore to Calendar DIY Form program and 87% of litigants using the Tenant Affidavit DIY Form program said they used the programs in the Kings County Civil Court; and
  • over 1,350 User Surveys were returned to the NYS Courts Access to Justice Program for the Restore to Calendar DIY Form program, 335% more than all the other New York City Civil Courts combined!

The Kings County Civil Court L&T Staff DIY Star winners include: Assistant Deputy Chief Clerk Melinda Alexander; Associate Court Clerks Lisa Oliveri and Theresa Pon; Senior Court Clerks Donna Bennett, Gladys Jusino Cruz, Evans Delva, Fred Eisenberg, Robert Feuer, Deborah Giddens, Lisa Keitt, Menachem Keller, Suzanne Neysmith, Liana Rivers, Nora McGuckin-Santana, Laurana Springer, Danielle Vialet, and Debra Wheaton; Court Assistants Gloria Brooks, Cytoplasm Gundersheimer Catalyst, Kim Falvey, Tanya Faye, Matthew Galler, Yehuda Hirsch, Roberta Sumpter, David Trachter, and Sonia Walker; Senior Court Office Assistants Charlene Philip, Leonard Rosenblatt, Kenneth Terry, and Charlotte Wilson; Court Office Assistants Christopher Arvelo, Barbara Chase, Robert Reed, and Linda Sajkoski-Marentes; and Data Recording Assistant Anna Victor.

In addition to the Kings County Civil Court winners, Judge Fisher presented a special DIY Star Award to Lydia Grima. Judge Fisher spoke about how leadership comes from the top on down and how Lydia's management and vision made the implementation of DIY Forms a priority in the courthouses where she served as the Clerk of the County. Lydia’s contribution is proven by the fact that over the past three years, two of the New York City Civil Courts where she was the Clerk of the County were chosen out of the entire state to receive DIY Star Awards for their assistance to unrepresented litigants through the use of the DIY Form programs. Judge Fisher stated that, "although Lydia recently retired from the court system this ceremony would not feel right if she was not here to share in this honor." Lydia received a standing ovation from the 75+ guests at the ceremony.
